The
Encirclement Of America
(The
China threat in the backyard)
By
Hilmar von Campe
“Intelligence
agencies missed Chinese buildup” was the headline for a report from
Bill Gertz, which was published by the Washington Times in their
edition of
June 13-19, 2005
. Gertz referred to a highly classified intelligence report for the
new director for national intelligence, which concludes that the
US
spy agencies failed to recognize several key military developments in
China
in the past decade.
What they missed was
China’s development of a new long-range missile, the deployment of a
new warship with a stolen version of the US Aegis battle management
technology, deployment of a new attack submarine known as the Yuan
class, development of precision-guided advanced munitions of various
types, development for surface to surface missiles for targeting U.S.
carrier battle groups, the importation of advanced weaponry, including
Russian submarines, warships and fighter-bombers. “The Ju Lang-2
missile poses a great threat to the
U.S.
because it has a better precision and guidance and is harder to
detect”, stated Weng Ming-hsien, professor from the
Institute
of
Strategic Studies
at the Tamkang University, Taiwan.
Taiwan
should be armed to the teeth by the
United States
.
Apparently there is a
group of
China
specialists within the intelligence community, “who for the past 10
years dismissed or played down intelligence showing that
Beijing
was engaged in a major military buildup”, and in reporting
developments “conceal the efforts of dissenting analysts who argued
that
China
was a threat.”
I find it
extraordinary that there is even a discussion about whether
China
is a threat or not. You need not be a
China
specialist to define
China
as a major threat to the
United States
, as the facts of this report should make it clear to everybody, but
you must have moral criteria. If these specialists don’t have
moral integrity their analysis will be wholly inadequate as it was
proven to be. I find it also extraordinary that within the political
leadership anybody should have any doubt about the nature and
aspirations of
China
. The same applies to
Russia
. I shudder at the thought in what direction these ignorants in
Washington
are leading this nation if they are that confused. The question, which
comes to my mind, is whether there are moles a la Alger Hiss in the
intelligence community, who attempt to mislead the political
leadership and bring down their own nation.
I have been suspicious
of the CIA for a long time. When the late Major General Jan Sejna in
1968 defected from
Czechoslovakia
he was not once seriously debriefed by the CIA. Sejna was a member of
the Central Committee of the Communist Party, a member of Parliament
and its presidium, first party secretary at the ministry of defense
(where he also was chief of staff), a member of the Minister’s
Council, and most important of all, secretary of the Defense Council,
the top decision-making body in matters of defense, foreign policy,
intelligence, and economy. He was present in the Soviet Security
Council meetings with representatives of all the Warsaw Pact States,
which led to make drugs a major weapon in bringing down
America
and
Europe
. Khrushchev made it 1962 official Soviet government policy obligatory
for all Eastern European countries as well. This policy included the
infiltration and takeover of criminal organization and
drug-distribution cartels around the world but especially in
Latin-America. There can only be two reasons for any intelligence
service not trying to get as much information as possible out of such
a high ranking and well informed defector – treason or stupidity.
Again, both make me shudder. It is fatal if intelligence tailors
information to political purposes.
The policy, which
Khrushchev installed is not only still in place but must have advanced
tremendously. In May of this year 2005 my friend Paul Trog wrote from
Brazil, “ on our recent trip to the South of Brazil (Febr./March of
this year), I started to worry after reading in ‘Zero Hora’, one
of the leading papers of Porto Alegre, that the ABIM, Brazil’s CIA,
was planning to send some of their agents for training to Cuba..
Havana
’s Secret Services has in its employ several Russian former KGB
trainers that were to participate in the program. The same information
was published in the ‘Corrio do Povo’, also of
Porto Alegre
, and in the ‘Folha de Sao Paulo’.
My worries were
considerably enhanced after ‘Veja’, the Time Magazine of Brazil,
prominently published in its editions of March 16th 05 and
March 23rd 05 that the FARC of Colombia (a narco-terrorist
army that threatens the democratically elected government of that
country), had funneled millions of Dollars to Lulas’ Partido
Trabalista (PT) during the last elections (2002) which Lula won. In
secret meetings at a ranch near Brasilia, the unofficial ambassador of
FARC to Brazil, Father Medina, a catholic priest, had offered the
money and outlined the transaction methods in detail. This information
was submitted to the ABIM by one of its agents who were present at the
meetings. At that point, however, that information was buried in a top
secret file and was successfully suppressed. Nevertheless, early this
year, there was a ‘vasamento’ (leak) and the ABIM had to confirm
the veracity of the report, to the discomfiture of its head, General
Felix.
I remember that in the
Sixties, Khrushchev had secretly ordered the infiltration of all the
existing criminal organizations of the world, in order to satiate the
West and our soldiers then in
Viet Nam
, with narcotics – and thus undermine the bourgeois democracies.
Narco-terrorism is a result of that policy. It undermines and subverts
with drugs and money to this day.
We visited also some
friends and relatives in Ijui, a little town of approx. 100,000
inhabitants located in the Serra of Rio Grande do Sul. Ijui has a
University founded by the Capucin Brotherhood, which is far to the
left by reputation. We were informed that a full dozen of Russian
professors were employed there.
End of March, I
believe, Secretary Rumsfeld was objecting to the fact that the
government of
Venezuela
bought 100,000 AK 47 rifles with plans to divert this equipment to the
FARC.
I worry that while our
attention is rightly directed towards our terrorist enemies in the
Middle East
, a big problem is developing unobserved, in South and
Central America
. No, Communism in not dead, it has mutated and is just as dangerous
as before.”
In
Brazil
,
Cuba
, and
Venezuela
there are hard core Communists as heads of state. To the Left are the
presidents of Argentine, Nestor Kirchner, who only recently
re-established diplomatic relations with Cuba, Tabere Varquez in
Uruguay, the first Socialist president in the history of this country,
Ricardo Lagos in Chile, who belonged to the Allende crowd and who was
host to East German Communist leader, Honecker, when he went into
exile, and Alejandro Toledo in Peru, whose main characteristic are big
talk and complete incompetence. The socialist government
establishments in
Chile
and in the Argentine are busy destroying their armed forces by
subverting and changing the law in order to eliminate those who could
threaten their hold on power.
Then there is
Columbia
with a civil war, which no government seems to be able to win. The
FARC has become a multinational crime syndicate according to Jorge
Noguera, head of
Columbia
’s secret police. Carrying out extortion rackets, training others in
kidnapping and providing drugs. Unstable situations, which can
deteriorate any time, exist in
Bolivia
,
Ecuador
,
Nicaragua
and
Haiti
.
Belize
is full of Chinese.
The communist parties
of nearly all Latin-America countries are members of the Sao Paulo
Forum, which were created 1990 under the official sponsorship of Fidel
Castro and Lula da Silva, then president of
Brazil
’s Communist Workers Party. It is a continuation of the Havanna
Tricontinental Conference, set in motion by the Politburo of the
Soviet Union
in 1964. General Sejna knew every detail of this institution, which
included representatives of Communist parties, revolutionary
organization, and terrorist groups from all parts of the world.
Cuba
became the chief center of terrorist training, under the direction of
KGB Colonel Vadim Kochergine and 10,000 Soviet advisors, according to
the magazine The New American.
The New American in
its January 2005 edition gives a detailed report by William F. Jasper
with the title “Communism’s Resurgence”, part of which I use in
this article. It is about developments in Latin-America and especially
about the links of
Venezuela
under Chavez with the Columbian FARC, terrorist organizations
including Osama bin Laden, and Communist countries. Because of its
huge oil reserves
Venezuela
carries a lot of weight around the world and is far more dangerous to
the
United States
than
Cuba
. Jaspers quotes Chavez with “I have been very Maoist all my
life.” He views Mao’s program as model for
Venezuela
.
Venezuela
has a contract with
Russia
for $5 billion in armaments. If any government should be taken out in
defense of freedom it should be the Venezuelan as long as there is
still an opposition in the country.
.The Latin-American
left leadership, the Chinese Communists, and the Arab terrorist and/or
their sponsors are teaming up. At the beginning of May an
Arabic-South-American summit took place in the Brazilian capital
Brasilia
. Also Arab Palestinenser President Mahmud Abbas was present. The
summit was opened by Brazilian President Luiz Inacio Lula da Silva,
who attacked the “subventions of the rich nations” and social
inequalities. The main theme at the conference was to gain more
economic independence from
Europe
and the
United States
. That of course is just the double-speak for the formation of an
anti-American alliance, which is based on hatred. The participating
nations decided to intensify economic, cultural and technological
exchanges and coordinate their positions in international economic and
commerce issues. The “right of states and people to resist foreign
occupation” was part of the platform decided upon. With other words,
Abbas received endorsement for past and future terrorism. I remind
those who regularly read my articles that I have already earlier
clarified that there has never existed an Arab Palestinians state but
that there has been for thousands of years an
Israel
state of Jewish Palestinians. It is the Arabs who occupy Israeli
territory.
There are
different reasons for the hatred, but it is all directed against
America
. Sheikh Ibrahim Mudeiris, the Palestine Authority’s religious
leader declared in his sermon on May 13 according to the Palestinian
Media Watch, “The final stage of history will be the domination of
all Christian countries by Islam and the extermination of all Jews,”
He is of the opinion that
Israel
has no right to exist. I have not heard, that Abbas rebutted that
statement.
The Chinese President,
Hu Jintao, visited
Brazil
in November of 2004, where he began his Latin American tour, to
confirm
China
’s commitment to a strategic relationship with
Brazil
. He promised investments of $5-7 billion. He and President Lula
predicted that
China
would replace the
United States
as
Brazil
’s top trading partner. In the Argentine he promised investments of
$20 billion and also confirmed
China
’s commitment to their strategic partnership. He also visited
Chile
, where he established commercial links between the two countries, and
Cuba
, where I suppose he discussed with Castro how to take down the
United States
.
The
Panama Canal
is already in the hands of
China
. Now
China
sets out to deprive the
United States
from their oil supply. On January 20, 2005 13 agreements of the
Statement on Energy Cooperation were signed in
Beijing
by Chinese Premier Wen Jiabo and Canadian Prime Minister Paul Martin,
pledging cooperation in oil and gas, minerals and other sectors.
China
’s biggest state-owned oil companies, Petro-China and Sinopec, will
contract to purchase oil from the
Athabasca
sands of
Alberta
. The oil is not in underground wellspring of liquid crude, but a vast
expanse of oil-soaked sands and clays of several of that province’s
rivers. The reserves of crude oil from these sands are estimated to be
300 billion barrels. That tops
Saudi Arabia
’s reserves.
The Chinese will
acquire a controlling participation in a
Calgary
based Canadian energy company that is developing successfully a pair
of oil sand sites. Also state-owned China Minmetals, Inc. has
negotiated to buy Toronto-based resources and mining giant Noranda.
More than 100 individual trading agreements have been inked between
Chinese and Canadian companies - not only in oil but also in energy,
resources, technology and agriculture.
A Canadian 720 miles
oil pipeline from northern
Alberta
west to the
British Columbia
coast is being planned which should have the capacity to transport
400,000 barrels of oil per day to serve
China
’s demand for oil. The Canadian energy company has offered
state-owned Chinese interests a 49% ownership in this huge pipeline.
In May 2004 the
Brazilian oil company Petrobras and China Petrochemical Corporation
signed an agreement for a joint exploration of Brazilian offshore oil
resources. The two companies agreed to cooperate on all aspects of
petroleum production: extraction, refinement, sales and
transportation.
Venezuela
, the fifth largest oil exporter in the world, sells half of his oil
production to the
United States
, but Chaves made it clear, that he wants to divert part of it to
China
. Additionally the two nations signed 19 agreements, allowing Chinese
companies greater access to 15 Venezuelan oil fields. The plans
include Chinese investments in both oil and gas mining projects.
China
has signed 48 oil and resource investment and cooperation contracts
with 20 supplier nations.
We also need to
remember that our Arab energy providers are doubtful friends.
This is only the tip
of the iceberg. The hour is very late. What is our government doing?
And what is little me doing? Painting the cabin, whilst the ship goes
down, it seems.
